Purpose of this Request for Proposal:
Grassroot Initiative for Strengthening Community Resilience (GISCOR) is inviting eligible and reputable Health Management Organizations to submit proposals for Health Insurance Services for all staff members in Nigeria. The primary objective is to provide high-quality, client-focused, and cost-effective healthcare services to GISCOR employees 24/7.
The selected organization must ensure easy access to healthcare across all states in Nigeria. The initial contract period is one year, with the option to renew for an additional year based on satisfactory and professional performance.
The selected organization is expected to operate with integrity, responsibility, and compliance with the National Health Insurance Act/Laws.
Scope of Services:
Provide Corporate Health Insurance Services as a Health Maintenance Organization (HMO) covering routine care, neo-natal care, emergency medical assistance, chronic condition treatment, healthy living consulting, pharmaceutical assistance, gym services, and health awareness to GISCOR staff.
Locations: States in the Northeast and Northwest of Nigeria.
Duration of Contract: January 1, 2024, to December 31, 2024, subject to good performance for renewal.
Requirements for Pre-Qualification:
- Registered HMO organization with relevant experience and track records.
- PDF submission of necessary documents including registration evidence, tax clearance, memorandum, and article of association.
- Evidence of registration with relevant agencies.
- Bank guarantee/one-year company audit report.
- Tax identification number and corporate office details.
- Detailed list of nationwide hospital providers and services.
- Reference company and description of work performed.
- Technical capacity and evidence of similar services to comparable organizations.
- Verifiable evidence of job completion/delivery notes.
- Additional relevant documentations/pictures.
Technical Requirements:
- Functional branches/presence in at least 5 states, including Borno and Sokoto.
- Existing contracts with at least 2 national or international NGOs.
- Recent annual returns and audited accounts for the past three years.
- Past performance proof with reference letters from three clients.
Financial Bid/Price Quotes:
Submit all Health Care Plans in a tabular format using spreadsheets. Include detailed services, cadre of hospitals, and unit costs per staff for services such as outpatient consultation, physiotherapy, diagnostics, emergencies, routine immunizations, and more.
Qualification Criteria:
Selection based on responsiveness, profile, reliability, financial quote, past experience, prompt delivery timeline, background, payment terms, and service quality.
Prohibited Conduct – Corruption and Bribery:
GISCOR strictly prohibits corruption and bribery. Service providers must adhere to the highest standards of accountability. Any violation may result in immediate contract termination and ineligibility for future work with GISCOR.
