Project Background:
Heartland Alliance Ltd-Gte is presently executing a USAID-funded Accelerating Control for HIV Epidemic (ACE) Project in Lagos, Edo, and Bayelsa States. The project aims to establish new partnerships and enhance existing ones to expedite the achievement of HIV epidemic control in Nigeria. This involves providing impactful HIV prevention, care, and support services to the general population living with HIV and those at risk.
The program focuses on evidence-based services to address programmatic and systems barriers, including HIV Case Finding and Linkage, Adult Care and Treatment, Pediatric/Adolescent Care and Treatment, Prevention of Mother to Child Transmission (PMTCT), Cervical cancer screening, TB/HIV Care, Laboratory services, Health Systems Strengthening, Expertise with the Private Sector, and Operations and Implementation Research.

Job Summary:
The State Program Manager is responsible for designing, implementing, and closing a portfolio of activities at the state level. Collaborating with HALG Regional Office and community stakeholders, the manager identifies, prioritizes, and designs activities to address community needs and accelerate HIV epidemic control. Oversight of project activities, ensuring completion within set timeframes and budget constraints, is a key responsibility.
Capacity Building:
- Acts as a focal point for the capacity building of local partners and organizational development.
- Provides support to HALG and local partners’ program staff through training, program coordination, and effective communication.
- Implements the capacity development plan for local partner program staff through on-site, formal, and informal trainings.
Management and Supervision:
- Serves as the project’s key liaison to HALG Country Office.
- Ensures adherence to policies and procedures by State Office supervisors, engaging all staff levels in strategic planning, and providing feedback for improvements.
- Monitors progress towards project goals, identifies barriers, and provides timely updates and recommendations to senior leadership.
- Submits monthly and quarterly narrative reports on program updates and financial activities to the Deputy Chief of Party.
Service Delivery Support:
- Maintains overall responsibility for delivering high-quality HIV prevention, care, and treatment services.
- Ensures effective training and mentoring of service providers in collaboration with relevant Regional Office Technical staff.
- Provides gender-based violence services, mental health counseling, and psychosocial support for the target population.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements include:
Education and/or Experience:
- First Degree in medical science, management, social science, or related field; Advanced Degree in Public Health or Social Science preferred.
- At least 6 years’ experience in NGO work, including project implementation, supervisory, and capacity building in public health or social science program management.
- Previous experience working in the location with knowledge of the local language.
- Experience collaborating with local partners, NGOs, and CBOs.
- Experience in capacity building, HIV/AIDS Advocacy, prevention, treatment, and care, STI management, and/or care.

- Proficiency in other software routinely used by Heartland Alliance.
Work Environment:
- The noise level in the work environment is usually moderate.
- The employee will be required to co-locate with local partners, usually in the same office.
- The employee is required to travel regularly to often insecure and limited resource environments.
